Publishing Ethics

The legal basis for ensuring publication ethics is made up of international standards: provisions adopted by the II World Conference on Research Integrity (Singapore, July 22–24, 2010); provisions developed by the Committee on Publication Ethics (COPE) and the norms of Chapter 70 “Copyright” of the Civil Code of the Russian Federation.

The editors of the scientific journal “Law and Economics of the Union State” (hereinafter referred to as the Editorial Board) guarantee compliance with:

- ethics of publishing scientific publications;

- ethics of authorship of scientific publications;

- ethics of reviewing scientific publications;

- ethics of editing scientific publications.

Ethics of publishing scientific publications

Editorial:

1. Guarantees the consideration of all materials submitted for publication, compliance with editorial independence and conscientiousness in making objective decisions without prejudice towards authors based on nationality, religion, or official status; regardless of commercial interests and relations with the Founder of the magazine; basing its policy on respect for the personal rights of the author and intellectual property rights.

2. Implements the journal’s policy to ensure and improve the quality of published materials, making a significant contribution to the development of domestic and foreign science (field of knowledge); takes measures to intensify activities to improve the quality of published material; strives to meet the needs of readers and authors.

3. As the guiding principles of editorial activity, it establishes the relevance, importance, clarity, reliability, and validity of published research material.

4. The basic principles of highly qualified published research materials include:

- thoroughness: published research results must be performed with high quality and thoroughness in accordance with ethical and legal standards; authors bear collective responsibility for their work and the content of the publication;

- honesty: authors must present results honestly, without fabrication, falsification or unfair manipulation of data;

- unambiguity: the publication must provide sufficient information so that other researchers can repeat the experiments;

- completeness of the presented materials: the review and conclusions from existing studies must be complete, balanced and must include information regardless of whether they support the hypotheses and interpretations of the author of the publication or not;

- balance: the results of a new study should be presented in the context of the results of previous studies;

- originality: the authors guarantee that the work proposed for publication is original and has not been previously published anywhere in any language; the work cannot be sent simultaneously to several publications;

- transparency: the publication must disclose all sources of research funding, including direct and indirect financial support, provision of equipment or materials and other types of support (including assistance from statistical data scientists or technical writers);

5. Pursues a policy to include highly qualified members in the editorial council and editorial board who actively contribute to the development of the journal;

6. Implements a policy to systematically improve the institutions of reviewing, editing, peer review of publications, guaranteeing accuracy, completeness, clarity, impartiality and timeliness of peer review and research reporting;

7. In relation to readers, guarantees information about the funding of scientific research and sponsors of published research materials;

8. Ensures that measures are taken to ensure the compliance of published materials, and uses appropriate software to check publications for image manipulation, plagiarism, duplicate or redundant publication.

9. Makes a decision on acceptance or non-acceptance of the article for publication based on all comments of independent reviewers as a whole. The final editorial decision and the reasons for it are communicated to the authors.

Ethics of authorship of scientific publications

Authors of publications:

- must ensure that the list of authors includes only persons who meet the criteria for authorship (that is, persons who have made significant contributions to the work) and that deserving researchers are not excluded from the list of authors;

- must agree to be included in their list of authors and must approve the version of the work submitted for publication; any changes to the list of authors must be approved by all authors, including those who are removed from the list;

- must have a thorough knowledge of the work submitted for publication and ensure that this work meets the above requirements;

- must work with editors or publishers to promptly correct their work if errors or omissions are discovered after publication;

- are obliged to immediately notify the Editorial Board if an error is discovered in any work submitted for publication, accepted for publication or already published;

- does not have the right to copy from other publications references to works that they themselves have not read; quotations and references to other works must be accurate and formatted in accordance with the requirements;

- must refer as correctly and accurately as possible to previous works of both other researchers and the authors themselves that are relevant to the publication, referring primarily to the original source; verbatim reproduction of one’s own works and their paraphrasing are unacceptable, they can only be used as a basis for new conclusions;

- it is necessary to indicate the authorship of data, text, figures and ideas that the author received from other sources - they should not be presented as belonging to the author of the publication; Direct quotations from the works of other researchers should be highlighted with quotation marks and the appropriate reference;

- must comply with copyright laws; Copyrighted materials (such as tables, figures or large quotations) may only be reproduced with the permission of their owners.

Ethics of peer review of scientific publications

1. The editors guarantee that independent review of materials is carried out in a manner that ensures honesty and objectivity of statements regarding the scientific value of the article proposed for publication.

2. In accordance with the policy of the journal, the Editorial Board establishes a procedure for reviewing materials submitted for publication.

3. The editors guarantee a fair and proper independent review process.

4. The editors reserve the right to reject material without independent review if it is considered low quality or unsuitable for readers of the journal. This decision is made honestly and impartially, taking into account the editorial policy of the journal.

5. The editors use the services of independent reviewers in relation to materials considered for publication, by selecting persons with sufficient experience and no conflicts of interest.

6. Independent reviewers are informed of the requirements for them and are also provided with information about any changes to editorial policies.

7. If reviewers have a question about the reliability of the data contained in the manuscript or the advisability of publishing a scientific work, the Editorial Board provides the author with the opportunity to answer the questions posed.

8. When sending for review, the Editorial Board ensures confidentiality and informs reviewers of the need to maintain such confidentiality. The editors do not inform anyone about the status of the material in the journal except the authors.

9. The editors maintain the confidentiality of personal data of reviewers, preventing its transfer to third parties.

Ethics of editing scientific publications

1. The editors make decisions on accepting or rejecting publications, being aware of the special requirements for the honesty and objectivity of this process and its compliance with the scientific vision of the journal.

2. All editorial processes are posted in information materials for authors: requirements for authors, types of published materials, as well as the process of processing materials by the journal.

3. In order to ensure the reliability of the published data by introducing amendments, if undeniable errors are discovered in the work, it is possible to make appropriate amendments or correct typos as soon as possible. The online version of the material is corrected, indicating the date of correction and a link to the printed list of errata. In the event that an error renders the work or a significant portion of it invalid, the article is retracted with a reason (e.g., bona fide error).

4. Upon completion of the review, the Editorial Board takes appropriate measures with appropriate commentary explaining the data obtained from the review.

5. The editors undertake to respond to all allegations or suspicions of misconduct in relation to the research or publication emanating from readers, reviewers or other editors.

6. Editors undertake to provide authors with a list of requirements. The manual is subject to regular updating. Editors work in accordance with the identity assurance system.

7. The editors accept information about identified problems and make a decision on acceptance for publication or refusal to publish it.

8. Conflicts of interest of the editor must be disclosed publicly. Editors should not make decisions regarding material in which they have a conflict of interest.
